My mother in law has had nothing to do with our daughter who is almost two years old.?

She ignores her when we drive to see her and does not come to see her even though we are just 1 hour away. She said that she doesn't want her grandkids to get attached to her because she is going on vacation. She is obviously cold and neglectful to her grandchildren for various reasons. My husband just pretends like everything is ok when he talks to her but then when he is off the phone, I have to deal with the depression and anger. He will not confront her! She calls randomly for money. I told my husband not to give her any money again. (Beside the point, but my daughter didn't even get a Christmas present.....the material stuff is not what I am looking for but it's the thought) Is this wrong?
