Is my manager alowed to hire people after he laied me off?

i worked at baskin robbins and he laied me off because i under charged someone 4.00 and it was ny total mistake and i was told he int alowed 2 hire people after im layed off. or he has 2 offer me my job back. well he hired someone new and he does so many illeagel things and i want to take matters wo with the laybor bord and corpert i just need all my facts together befor i do. biy he tryed to take 4.50 out of my pay check and i told him i think thats illeagel so the next day he fired me. is wat he did leagel?
