I am a Warhammer 40k painting starter, i need help?

I have chosen what army i want, and i know i need the codex for that army, however, what tools do i need to build and paint the figurines? Such as do i Need a base coat, if not can i just start painting on the gray figurine right away, and if i do need a base coat what kind? when constructing, will i need glue, and if so what kind ? Also do i need plastic cutters? I want to know what i need to start painting and constructing, and umm... with some details please :)
