How Do I Get My Body Fat Down and Look More Like Biels. Help I've plateaued!?

I am 42 years old and things don't come as easily as they used to. I am 5'7, 141 pounds and work out 6 days a week. I eat about 1,100 kcals a day and run 35 minutes each day on the treadmill with windsprints every 4 minutes. I work legs (weights) one day, arms the next and rest on the seventh day. I work out at night, not in the morning. My typical diet is 1/2 an veggie omelette (no cheese), some fruit, cabbage salad with sesame sticks and a lean cuisine for dinner and sweet & salty almond bar for dessert. What's going on? I can't get rid of the spare tire and have cellulite on the front of my legs. And abs, where are they? How much harder do I have to work out? Biels' body is the ideal goal, but I'm a realist. I would like to lose 20 lbs and reduce my body fat content to show the muscle that I know lies beneath. I will follow whatever diet/workout routine you give me. Please help.
